Francine Picard Mukazi
Policy Advisor
Francine Picard Mukazi is a Policy Advisor for the Economic Law and Policy Group's Agriculture team.
She is responsible for the design and implementation of projects that support efforts by African regional parliamentary bodies and multistakeholder coalitions on investment in agriculture. She provides training on law and policy related to foreign investment in agriculture.
Before joining IISD, Francine worked for the Pan African Parliament where she managed the capacity-development program for members of parliament with a focus on agriculture, climate change and gender.
Francine holds a DEA in Legal and Politic Anthropology from La Sorbonne, a Masters in European and International Law from L'Université Paris Descartes and a diploma in African Studies from the Institut National des Langues et Civilisations Orientales.
She is based in Lyon, France, and speaks English and French.

The Rise of Agricultural Growth Poles in Africa: Investment in Agriculture Policy Brief #6Africa has seen the emergence of 36 agricultural growth poles and 9 corridors over the past 15 years. They cover at least 3.5 million hectares of land in 23 countries. Ensuring that the new wave of agropoles and growth corridors is effective requires robust policies, laws and practices to ensure that a possible new trend of investment helps Africa achieve the sustainable development goals the continent has set.
